Silver Hill Neighbor Association Board Meeting Minutes

SHNA Board Meeting called to order and agenda distributed.

Rich Braziel forgot to print the minutes from the 5/14/07 SHNA Board Meeting. They will be presented at the next board meeting for approval.

Board Presentations

Safe City – Spencer Nelson is a member of the Nob Hill Neighborhood Association and is on City of Albuquerque’s Public Safety Partnership Committee’s Safe City Initiative. Safe City is focusing on the Central corridor from San Mateo to University.

Safe City brings the neighborhood associations, businesses, social support agencies, City Departments, and Albuquerque police together to identify and resolve recurring and important public safety issues.

Examples of things they have been doing include:

Safe City is wants the SHNA to have a representative on the committee. Tom Ocken & Gordon Reiselt were chosen to represent the SHNA. They also wanted to know what recurring public Safety issues we have in Silver Hills. The board identified burglary, drug dealing, prostitution, and underage drinking/disorderly conduct. The board will also seek input from the neighborhood via the SHNA website.

Spencer Nelson requested the SHNA notified our neighborhood about the National Night Out on August 7, 2007. The board will post the notice on the SHNA website and include in any flyers that we distribute.

The SHNA repeatedly requested that the western boundary be extended to I-25 and include Presbyterian Hospital.

Bike Albuquerque – Ben Savoca is a representative of Bike Albuquerque. They are seeking to get the City to designate Silver as a Bike Boulevard from Carlisle to University. The SHNA repeatedly requested that the western boundary be extended to I-25. Many different things have been done across the country to make Bike Boulevards safer and more inviting for amateur bikers. These include:

Setting a 18 MPH speed limit

Painting large signs on the pavement indicating that bikes can ride in the middle of the road.

Installing a round-about at an intersection where the bikes don’t have the right-of-way.

Installing speed bumps.

Removing stop signs on Bike Boulevards so the bikes don’t have to stop but cross traffic does. Currently Bike Albuquerque is thinking that between Carlisle and University there would only be two stop signs on Silver (Girard and Yale).

Installing diverters or chokers.

Installing Chicanes which cause the traffic to swerve.

The SHNA agreed to put their information on our website, seek input from our neighborhood, and respond in writing to Bike Albuquerque by 7/23/07.

Treasurer’s Report – Elizabeth Doak presented the financial statement based on July 2007 data.

Crime Committee Report – Gordon Reiselt was not present and there was no report.

Tree Project Task Force Report – Bill Cobb

Gold Street – The project is going really slow. Bill Cobb will put pressure on them to keep to schedule.

Zoning Committee Report – Bill Cobb

The City has assigned 3 attorneys to deal with the illegal addition of dwelling units in our neighborhood.

Design Regulation Task Force Report – Bill Cobb

We are waiting on the additional funding and on Site Southwest to finish their work.

Gold Street Celebration – Looking for an individual to take the lead

The SHNA is looking for someone to lead the effort to have a Gold Street Tree Celebration, Roosevelt Park Celebration & Movie Night and parking permit party on August 25, 2007. The parking permits will be at the church at Yale and Silver for 3 hours in the late morning or early afternoon. The other celebrations will be in Roosevelt Park. The Board approved spending $120 for the movie, screen, projector, generators, etc. We will have pop corn and shaved ice cones at the movie.

Facilitated Neighborhood Meeting

The City of Albuquerque department that facilitates meeting has offered to facilitate a SHNA meeting. Bill Cobb will invite them to the next Board meeting to discuss.

Neighborhood Bulletin Board

Elizabeth Doak and Jim Montalbano have identified some electronic bulletin board that they have in Europe. They couldn’t find anything in America. Bill Cobb will try to find a City, State, or corporate sponsor that would be willing to give us $1,000 for this project. We decided to provide a $1000 scholarship to a UNM or CCN student that designed the best electronic Bulletin Board using existing technology. Once we have a design, we would approach business in the neighborhood, UNM, and the City to fund the construction and installation of the Bulletin Boards in return for their information being presented on the board. Elizabeth and Jim will come up with the request for design documents for the next board meeting.
